Terry A. Ruhl, P.E., F. ASCE
Mr. Ruhl is an independent strategy consultant to public, private and academic institutions, with a focus on enhancing organizational growth and leadership development and advancing infrastructure solutions throughout the world. He led the National Governments business for A/E industry leader CH2M, partnering with U.S. and international governments to advance their defense, infrastructure, environmental, social and economic missions. Under Mr. Ruhl’s leadership, the National Governments business achieved double-digit sales growth and record profitability.
He also served as a member of CH2M’s Board of Directors and Corporate Leadership Council that completed the capital structure transformation from an employee-owned company to a public-sector corporation—creating the world’s largest design engineering firm with leadership in multiple end markets.
Prior to his role with National Governments, Mr. Ruhl served from 2012-2016 as the President of CH2M’s global Transportation business. During his tenure, the company became one of the largest transportation consulting practices in the industry, doubling in size and profitability and achieving the No. 3 Transportation Design Firm ($1 billion in revenue) ranking by Engineering News-Record. As a component of this record growth, Mr. Ruhl provided leadership on two strategic acquisitions: Booz Allen Hamilton’s State & Local Government Transportation Consulting practice (transit and rail), and Halcrow Group, a UK-based consultancy specializing in transportation planning, design and management services for infrastructure development worldwide.
A globally recognized expert in civil infrastructure planning and design, Mr. Ruhl was personally involved with some of the world’s most significant projects and programs, including the modernization of the Mumbai International Airport in India; the expansion of the Panama Canal; the development of a $20 billion public transportation system in Riyadh, Saudi Arabia; and numerous other civilian and governmental infrastructure programs throughout the United States, Europe and Asia.
Most recently, Mr. Ruhl established his own management consulting organization in January of 2018. INFRADEVCO, LLC. was formed to provide business consulting and management solutions for A/E companies, public agencies, private equity, investors and corporate boards engaged in the planning, design, engineering and delivery of infrastructure solutions.
Service offerings include strategy development; business restructuring/refinement; mergers, acquisitions and divestitures; and sales optimization and marketing, in addition to professional consulting for community infrastructure needs.
He earned his bachelor’s degree in civil engineering from Colorado State University and his master’s degree in transportation engineering from the University of California, Berkeley. A lifelong learner, Mr. Ruhl has taken executive education courses in leadership development, business administration and finance from the Massachusetts Institute of Technology Sloan School of Management, the Thunderbird School of Global Management, the University of Michigan Business School and Harvard Business School.
Mr. Ruhl has written numerous publications on airport planning and engineering, as well as overall transportation and business management issues. He is currently working toward a Doctorate in Business Administration (DBA) at DePaul University in Chicago, focusing on strategy, management and organizational behavior, with an additional emphasis on mergers and acquisitions within professional service firms.
As a dedicated alumni, Mr. Ruhl serves as an Affiliate Faculty member within Colorado State University’s Civil and Environmental Engineering Department, and he supports the university in philanthropic efforts through The Morgan Society, having initiated a college professorship and associated student scholarships for the development of a transportation and infrastructure program at the school.
